Petrobras CEO Foster Faces Off Against Bin Laden in Rio Carnival

(Bloomberg) -- Maria das Gracas Foster, the chief executive officer of Brazil’s scandal-hit state-controlled oil company, has seen her image plastered across the country’s newspapers over the past months. Now her likeness will adorn the faces of revelers during Rio de Janeiro’s annual carnival.
As soon as next week vendors will start selling masks of Foster, whose Petrobras Brasileiro SA is at the center of a corruption probe involving 23 billion reais ($8.8 billion) in questionable contracts, the biggest in Brazilian history.
“It’s very last-minute, we started to create the masks just two days ago,” said Olga Valle, owner of Condal Industria e Comemrcio Ltda, Rio de Janeiro’s oldest carnival mask producer. Rio’s official three-day carnival, the biggest in Brazil, attracts hundreds of thousands of tourists from around the world.
“I think that by the time of carnival we will have sold at most 1,000,” Valle said. “Politicians, this type of character, they are full of surprises so it may be more.”
The graft scandal, known locally as Carwash has transformed one of Brazil’s most respected institutions into a company with a gusher of troubles. Petrobras hasn’t reported audited financial results since 2014’s second quarter because first it must quantify graft-related costs. It is being probed by federal police, U.S. and Brazil regulators, and has become the butt of local jokes.

Monsters, Animals

Masks of Foster will compete with others depicting monsters, animals and even other politicians including President Dilma Rousseff and Aecio Neves, who narrowly lost to Rousseff in last year’s elections. Among the most popular masks is that depicting former al-Qaeda figurehead Osama bin Laden, said Valle.
Valle said her company had initially intended to make a mask of Nestor Cervero, a former head of Petrobras’s international division, who remains under arrest for allegedly receiving kickbacks. Cervero has a facial disfiguration.
After a “polite conversation” with Cervero’s representatives, Condal decided against making the mask.
“They told us in a friendly manner that he did not want the mask,” said Valle. She said Brazil’s laws are poorly defined and she didn’t want to risk a lawsuit by going ahead.
Cervero’s lawyer confirmed representatives for the former executive had spoken with Condal.
Officials still in public life like Foster remain fair game, said Valle. Making masks of people that are no longer holding a post becomes more complicated because of rules regarding image rights. In the past, Condal produced masks of a number of politicians implicated in a corruption scandal that involved officials from the ruling Workers Party.
